Following up on City Hall’s first foray into the chain eatery scene with the launch of Russkoye Bistro in 1995, Moscow Mayor Yury Luzhkov announced last month a new program to expand the capital’s budget restaurant segment. It calls for the creation over the next five years of a low-cost chain of buffet-style “People’s Restaurants.” The plan envisages four 6,000-square-meter mega-restaurants with capacity to serve 15,000 people a day, five restaurants of 1,500 square meters and 10 occupying 600-800 square meters. The restaurants are to offer a variety of cuisines including Russian, Italian, Japanese, Central Asian, vegetarian and dietetic.
